Marc LeGare, Chief Executive Officer
Mr. LeGare became CEO of Proactive Communications, Inc. in 2006 after serving as the company’s Chief Operating Officer and Operations Manager since 2003. Under Mr. LeGare’s leadership as CEO, Proactive Communications has become the first U.S. company to work directly with the Iraqi Ministry of the Interior. Prior to joining PCI, Mr. LeGare was Senior Consultant and Operations Manager for Force XXI Battle Command Brigade of TRW/Northrop-Grumman. From 1981 to 1999 Mr. LeGare served various command and staff positions for the US Army worldwide including Battalion Commander from 1999 to 2001. LeGare earned a B.S. from the United States Military Academy, West Point, a Master of Science from the Air Force Institute of Technology and a Master of Military Arts and Sciences from the School of Advanced Military Studies.
Larry Hall, Chief Operations Officer
As Chief Operations Officer, Larry Hall drives the strategic and operational activities for Proactive Communications. Mr. Hall spent 2007 installing and operating the world’s largest secure satellite VoIP network in Iraq. During that engagement, Larry lived and worked in extreme and hostile environments while coordinating with the U.S. military and the newly formed Iraqi government. Mr. Hall is a former U.S. Army officer, having served over 20-years as a communications/combat arms officer. During this time, he served as a Battalion Commander in the Army’s Information Operations Brigade, the Chief Security Officer for the Army Computer Emergency Response Team (ACERT), and as Chief of Global Operations for the Army Network and Security Center (ANOCS). Mr. Hall earned a M.A. degree in Computer Resource Management from Webster University and a B.A. in Political Science from the University of Tennessee.
Jay Copeland – Chief Financial Officer
Jay Copeland serves as PCI’s chief financial officer, where his duties include managing banking, insurance, budgeting activities, as well as planning and development and overseeing all major financial decisions. Mr. Copeland has been a CPA for over 29 years and has been with PCI for three years. Prior to PCI, Mr. Copeland worked in finance for various companies including Texlan Oil Company and Exxon. He currently serves as a member of both the American Institute of CPAs and the Texas Society of CPAs. Mr. Copeland attended Texas A&M University, where he earned a BBA in Accounting.
